The Elections System of the Virgin Islands has released the results of the casting of lots for the August 1, 2026 Democratic primary, setting the ballot order for candidates seeking governor and lieutenant governor, delegate to Congress, the Legislature, Board of Education and Board of Elections seats.
Supervisor of Elections Caroline F. Fawkes announced the results in a special notice dated May 29, stating that the listings show the ballot positions for the 2026 primary election.
“All Candidates were vetted and approved to be on the Primary Election Ballot, states Supervisor Fawkes. The listing is also available by visiting our website at www.vivote.gov for regular updates on the 2026 Primary Election.”
The casting of lots determines the numerical order in which candidates appear on the ballot. The results cover the Democratic Party of the Virgin Islands primary contests in the St. Thomas-St. John and St. Croix districts.
For Delegate to Congress, the ballot order is the same in both districts. Emmett Hansen drew lot number 1, Delia Smith drew lot number 2, Teri Helenese drew lot number 3, and Janelle K. Sarauw drew lot number 4.
The governor and lieutenant governor ballot order is also the same in both districts. Tregenza A. Roach and Novelle E. Francis Jr. drew lot number 1, Stacey Plaskett and Milton Potter drew lot number 2, and Donna Frett-Gregory and Rodney Moorehead drew lot number 3.
In the St. Thomas-St. John legislative race, Kashief Hamilton drew lot number 1, Carla J. Joseph drew lot number 2, Marvin A. Blyden drew lot number 3, Lawrence “Larry” Boschulte drew lot number 4, Peter Bailey drew lot number 5, Avery L. Lewis drew lot number 6, Shenelle Fina Francis drew lot number 7, Michael A. Smith drew lot number 8, Mayard Leader drew lot number 9, Joel S. Browne Connors drew lot number 10, Ray “PuPa” Fonseca drew lot number 11, and Rudel A. Hodge Jr. drew lot number 12.
For the St. Thomas-St. John Board of Education race, Arah C. Lockhart drew lot number 1, Michelle M. Cawthron drew lot number 2, D’Vonte J. Xavier drew lot number 3, and Judy M. Gomez drew lot number 4.
For the St. Thomas-St. John Board of Elections race, Kevin A. Rodriguez drew lot number 1, Barbara A. Petersen drew lot number 2, and Atanya S. Springette drew lot number 3.
In the St. Croix legislative race, Hubert L. Frederick drew lot number 1, Clifford A. Joseph drew lot number 2, Dwight “Mike” Cartier drew lot number 3, Lynda “Nikki” Brooks drew lot number 4, Kurt A. Vialet drew lot number 5, Jose “Besse” Gonzalez drew lot number 6, Lisa J.
